Abstract

The Data Envelopment Analysis (DEA) is one of the modern methods that are used in measuring and evaluating the efficiency of any multi-criteria system, so the purpose of this paper is to measure the efficiency of a sample of the colleges of the University of Basra, through its implementation of the postgraduate program, which helps in providing academic institutions and others with specialized human resources. Where the Constant Return Scale (CRS) model was applied with an (Oriented -Output) and based on the principle of measuring efficiency in light of the stability of the inputs of the system with an increase in the outputs of the higher education system at the University of Basra, which will be the basis for comparison between the colleges targeted by the study. In addition, it was determined how to find an appropriate method to compare between institutions by measuring the efficiency of the postgraduate program for the colleges of the University of Basra using a number of criteria that could be the basis for developing academic study programs. This study was applied to what was achieved during three academic years, the results showed that the colleges that were able to achieve full efficiency according to the constant volume return model during the three years are each of the colleges (Engineering, Education for Pure Sciences, Fine Arts, and Education for Girls) while the rest of the colleges their efficiency varied between inefficiency or complete inefficiency.
Finally, the research concluded the importance and necessity of revitalizing scientific research and urging teachers to publish research internally and externally in order to increase and stimulate scientific promotions.
