Abstract

Financial services organizations face unprecedented challenges in managing cloud infrastructure

costs while maintaining regulatory compliance. Traditional reactive cost monitoring fails to prevent

budget overruns and compliance violations before they occur. This article presents a

comprehensive framework for engineering automated FinOps platforms that embed financial

intelligence directly into infrastructure lifecycles. The proposed architecture transforms cost

management from post-deployment reporting to pre-deployment prevention through sophisticated

CI/CD pipeline integration, where cost functions as a quality gate alongside security and

performance metrics.
